Special needs exception

The rule
Warrantless, suspicionless searches are permissible where special needs beyond ordinary law enforcement make the warrant and probable cause requirements impracticable, and the government's interest outweighs the privacy intrusion. Examples: drug testing of railway employees, student athletes, customs officers. The exception does NOT apply where the immediate objective is generating evidence for criminal prosecution (Ferguson).
